Refund Policy

(In Compliance with the Ontario Career Colleges Act, 2005 and O. Reg. 415/06)

1. Refund Policy for Vocational Programs

This Refund Policy applies to all vocational programs offered by the College and is governed by the Ontario Career Colleges Act, 2005 and Ontario Regulation 415/06 (General), as administered by the Ministry of Colleges and Universities (MCU).

Sections 25 to 33 of O. Reg. 415/06 are deemed to be provisions of every refund policy adopted by an Ontario career college.


2. Full Refunds (O. Reg. 415/06, s. 25)

The College shall refund 100% of all fees paid by a student for a vocational program in the following circumstances, provided the student submits a written demand for refund where required:

A full refund is payable if:

  1. The student rescinds the contract within two (2) days of receiving a copy of the contract, in accordance with section 36 of the Act.

  2. The College discontinues the vocational program before the student completes the program, unless the discontinuance coincides with the College ceasing operations.

  3. Fees were charged or collected:

    • before the College was registered under the Act, or before the program was approved by the Superintendent; or

    • before a contract was entered into with the student, unless permitted under subsection 44(3) of the Act.

  4. The student is expelled in a manner or for reasons contrary to the College’s expulsion policy.

  5. The College employs an instructor who is not qualified to teach all or part of the program as required under section 41.

  6. The contract is rendered void under subsection 18(2) or section 22 of the Act.

  7. A fee collected was not accurately itemized or approved by the Superintendent; in such cases, the College shall refund:

    • the full amount of the unapproved fee; or

    • the difference between the approved fee and the amount collected.

Refund Timeline:
All full refunds shall be issued within 30 days of the College receiving:

  • notice of rescission; or

  • a written demand for refund, as applicable.


3. Partial Refunds – Student Does Not Commence Program (O. Reg. 415/06, s. 26)

If a student is admitted to a vocational program but does not commence the program, a partial refund shall be issued if:

  1. The student withdraws before the program start date;

  2. The student fails to meet conditional admission requirements before the program start date; or

  3. The student does not attend the program during the first 14 days after commencement, and the College cancels the contract within 45 days of the program start date.

Refund Amount:
The refund shall equal the total fees paid, less the lesser of 20% of total fees or $500.

Refund Timelines:

  • Withdrawal before start date: within 30 days of notice

  • Failure to meet admission requirements: within 30 days of program start

  • Non-attendance cancellation: within 45 days of program start


4. Partial Refunds – Withdrawal or Expulsion After Program Commencement (O. Reg. 415/06, s. 27)

A student who commences a vocational program may be entitled to a partial refund if the student withdraws or is expelled in accordance with the College’s expulsion policy, provided the withdrawal or expulsion occurs:

  • During the first half of the program (for programs under 12 months); or

  • During the first half of any 12-month period (for programs 12 months or longer).

Refund Calculation:
If withdrawal or expulsion occurs within the eligible period, the refund equals:

  • Total fees paid, minus:

    • the lesser of 20% of total fees or $500; and

    • fees proportional to the portion of the program already delivered.

No refund is payable if the withdrawal or expulsion occurs after the first half of the applicable period.

Any future periods not yet commenced must be refunded in full.


5. Distance Education Programs (O. Reg. 415/06, s. 28)

For vocational programs delivered by online, mail, or similar distance methods, a partial refund is payable if:

  • the student withdraws or is expelled in accordance with policy; and

  • the student has not completed more than 50% of required evaluated segments.

Refund Calculation:
The refund equals total fees paid, less:

  • the lesser of 20% of total fees or $500; and

  • fees corresponding to evaluated segments already completed.

No refund is payable once more than half of the program evaluations have been completed.


6. Non-Continuous Vocational Programs (O. Reg. 415/06, s. 29)

For vocational programs approved to be delivered over a fixed number of instructional hours across an indeterminate period, a partial refund applies if the student withdraws or is expelled before completing more than 50% of the required hours.

Refund Calculation:
Total fees paid, less:

  • the lesser of 20% of total fees or $500; and

  • fees proportional to instructional hours already completed.

No refund is payable after more than half of the required hours have been completed.


7. No Retention of Refunds (O. Reg. 415/06, s. 30)

The College shall not retain or apply any refund payable under this policy to recover amounts owed by the student for non-vocational programs or services.


Refund Policy for Non-Vocational (Certificate) Programs

This section applies to non-vocational certificate programs not regulated under the Ontario Career Colleges Act.

  1. Tuition fees are due on or before the program start date.

  2. A written Notice of Withdrawal must be submitted to be considered for any refund.

  3. Registration and material fees are non-refundable.

  4. A 100% tuition refund will be issued if withdrawal is received on or before the program start date.

  5. A 100% tuition refund will be issued if the College cancels a course due to circumstances beyond its control.

  6. For withdrawal due to documented medical reasons, up to 50% of the unused portion of tuition may be refunded, at the discretion of the College Administrator, upon receipt of a physician’s note.

  7. For withdrawal due to relocation, up to 50% of the unused portion of tuition may be refunded, subject to documentation showing the new residence is outside the College’s commuting zone.

  8. No refunds will be issued once:

    • a full session has been completed; or

    • seven (7) days have elapsed after the course start date.

  9. No refunds are granted for course abandonment or other discretionary reasons.

  10. No refunds are issued for online programs once login credentials have been released.

  11. All refund requests must be submitted within one (1) year of the course start date using the official Intent to Withdraw Form.


8. Repeat Policy

Students may repeat a course once within one (1) year of the original course start date, subject to seat availability and administrative approval.
